By order of the Ministry of Civil Defense and Emergency Situations of the Republic of Tatarstan, Igor Mikhailovich Rutsky has been appointed as the Head of the EMERCOM of the Republic of Tatarstan Department for the municipal formation of Naberezhnye Chelny.
Nail Magdeev noted that Igor Rutsky has professional and managerial experience: "He worked in the state fire service agencies and was the Chief of Staff for Civil Defense and Emergency Situations in one of the divisions of КАМАЗ. It is necessary to move in the set direction. This concerns the state of protective structures, as well as issues of training and informing the residents of our city. A special military operation is underway, and we see what events are taking place on the territory of our republic. The tasks are quite serious, but together we will definitely solve them."
Igor Rutsky was born on June 2, 1964, in the Murmansk region. He holds three higher education degrees, specializing in thermal physics engineering, technician ("Fire Safety"), and law. For 20 years, he worked in law enforcement agencies in managerial positions. Prior to his appointment, he served as the Chief of Staff for Civil Defense and Emergency Situations at the Central Industrial and Technological Complex of PJSC КАМАЗ. He has state awards: the medal "For Distinction in Service" of the 3rd, 2nd, and 1st degrees.
