Personal reception of citizens by the Mayor of Kazan is carried out in accordance with the Constitution of the Russian Federation, Federal Law No. 59-FZ of 02.05.2006 №59-ФЗ «On the Procedure for Considering Appeals of Citizens of the Russian Federation», the Law of the Republic of Tatarstan No. 16-ЗРТ of 12.05.2003 №16-ЗРТ «On Appeals of Citizens in the Republic of Tatarstan», the decision of the Kazan City Duma of 20.04.2006 No. 14-8 «On Approval of the Procedure and Time Limits for Considering Appeals of Citizens to Local Self-Government Bodies», and the Regulations on the Organization of Personal Reception of Citizens.
Applications of citizens for personal reception are registered in the Department for Work with Appeals of Citizens and Organizations of the Records Management Division of the Office of the Executive Committee of Kazan within three days from the date of receipt. The application must be submitted in writing and comply with the requirements of Federal Law No. 59-FZ of 02.05.2006 №59-ФЗ and the Law of the Republic of Tatarstan No. 16-ЗРТ of 12.05.2003 №16-ЗРТ. The issue raised in the application must fall within the competence of the Mayor of the city and be previously considered by the local self-government bodies and officials within whose competence the consideration of the issue lies.
Applications of citizens for personal reception by the Mayor of Kazan are accepted daily from 9.00 to 18.00 (except weekends and public holidays) with a lunch break from 12.00 to 13.00 at the Department for Work with Appeals of Citizens and Organizations.
