The Culture Department of the Executive Committee of the city of Naberezhnye Chelny is a structural subdivision of the Executive Committee of the city of Naberezhnye Chelny, authorized to carry out functions for resolving issues in the field of culture on the territory of the city of Naberezhnye Chelny.

In its activities, the Department is guided by the Constitution of the Russian Federation, federal laws, the Constitution of the Republic of Tatarstan, laws of the Republic of Tatarstan, other regulatory legal acts of the Russian Federation and the Republic of Tatarstan, the Charter of the municipal formation of the city of Naberezhnye Chelny, the Regulations on the Culture Department and other municipal legal acts.

The main objectives of the Department are:

• promoting the development and strengthening of interethnic ties;
• defining goals and priorities in the development of certain types of cultural activities, professional art, museum and library affairs, and folk art;
• promoting the leisure sphere and ensuring the diversity of cultural and leisure activities for various segments of the population;
• promoting the development of local traditional folk artistic creativity, the preservation, revival and development of folk arts and crafts;
• aesthetic education, art education, pedagogical activities in the field of culture;
• popularization of cultural heritage sites (historical and cultural monuments) in municipal ownership.

The Culture Department performs the following functions:

• coordinates the activities of municipal cultural institutions;
• interacts with the Executive Committees of the city districts on cultural issues;
• within its competence, provides methodological and advisory assistance to municipal cultural institutions and ensures the development of the information system in the field of culture;
• promotes the development of theater and entertainment institutions, the library system, and museums;
• within its competence, promotes the development of all types and genres of professional art;
• organizes work on the preparation and holding of cultural and entertainment events in the city (festivals, exhibitions, competitions, holidays, etc.).
