The urban planning policy of Naberezhnye Chelny is undergoing significant changes. Since January 1, 2026, the powers in the field of urban planning activities on the city's territory have been transferred from the local administration to the Ministry of Construction, Architecture and Housing and Communal Services of the Republic of Tatarstan. A special department for the development of the Naberezhnye Chelny agglomeration has been created within the ministry's structure, which will be located in the executive committee building.

At the same time, key urban planning documents are being updated. In 2024, the General Plan for the city's development until 2043 was approved, and at the end of 2025, the City Council approved amendments to the Land Use and Development Rules (LUDR).

The key innovation of the LUDR is the introduction of requirements for the architectural and urban planning appearance (AUPA) of capital construction objects to ensure a unified architectural style and high quality of the urban environment.
