Deputy Head of the Executive Committee, Head of the Finance Department Svetlana Mulyukova presented a draft decision on scheduling public hearings on the municipality's main financial document. The deputies approved the date for their holding: November 10, 2026 at 2:00 p.m. in room 400 of the Executive Committee building. This procedure is mandatory in accordance with the requirements of the Federal Law.
Deputy Head of the municipal entity Irina Sagidullina reported on the need to update the City Charter in connection with the entry into force of the new federal law on the principles of organizing local self-government. The deputies approved holding hearings on this matter for September 11, 2026 at 2:00 p.m. in the same premises.
During the discussion, residents will be presented with changes concerning the clarification of the concept of local self-government, guarantees of equal rights of citizens regardless of their social status, as well as the delimitation of powers. Particular attention is paid to new requirements for the financial independence of the municipality and anti-corruption grounds for terminating the contract with the Head of the Executive Committee.
The approval of the schedule allows the procedure of broad public discussion to begin, following which residents' proposals and comments will be officially taken into account in the final decision-making by the City Council.
