Regarding the organization of passenger transportation, a draft amendment to the current procedure was presented and approved. According to the document, starting from September 1, 2026, admission to regular transportation will be confirmed by entering a record in the electronic register of municipal routes, and paper certificates are to be replaced with electronic route maps. According to Ruslan Vildanov, this measure will make it possible to fully transfer document flow to electronic form and optimize interaction between government authorities and business entities.
The deputies also approved amendments to the Landscaping Rules. The document removes provisions that duplicate responsibility for the installation of advertising structures and supplements the list of restrictions, including a direct ban on placing advertising information on green spaces.
As part of improving control and supervisory activities, the Regulation on Municipal Housing Control has been declared invalid. Starting from September 1, 2026, the relevant powers are transferred to the regional bodies of the State Housing Supervision.
The meeting concluded with the consideration of a draft of a new procedure for organizing public discussions of activities subject to environmental impact assessment. The document has been brought into compliance with the requirements of federal legislation and establishes the mandatory publication of environmental impact assessment materials on the information and telecommunications network "Internet".
As noted in his speech by Ruslan Vildanov, the new procedure regulates in detail the process of discussing projects and ensures full transparency of environmental research for the city's residents.
