The main goal of the healthcare management department is to address issues of local importance in organizing the provision of emergency medical care, primary health care in outpatient clinics and hospitals, and medical care for women during pregnancy, childbirth and the postpartum period within the city.
The main objectives of the department are:
- ensuring the implementation of state policy in the field of public health protection on the territory of the city of Naberezhnye Chelny;
- management in the field of organizing preventive and curative care for the population, conducting medical rehabilitation;
- management in the field of organizing the protection of family, maternal and child health;
- ensuring the implementation of state policy in the field of drug provision for the population and subordinate healthcare institutions;
- organizing activities for disease prevention, hygienic education and upbringing of the population;
- ensuring coordination and interaction of subordinate healthcare institutions and healthcare organizations.
Functions of the healthcare management department:
- organizing the provision of primary health care, emergency, urgent, hospice and palliative care on the territory of the city of Naberezhnye Chelny in accordance with the territorial program of state guarantees for providing citizens of the Russian Federation with free medical care;
- organizing the provision of subordinate healthcare institutions with medicines and other means, medical devices, immunobiological preparations and disinfectants, and creating conditions for the development and accessibility of drug provision for the population;
- developing draft programs for the development of healthcare, disease prevention, provision of medical care, medical education of the population and other issues in the field of public health protection and their implementation on the territory of the city of Naberezhnye Chelny;
- planning the preventive and curative activities of subordinate healthcare institutions;
- regularly informing the population, including through the mass media, about the prevalence of diseases that pose a danger to others;
- carrying out hygienic education and upbringing of the population, promoting a healthy lifestyle;
- ensuring the sanitary and epidemiological well-being of the city population within its competence;
- participating in the conduct of hygienic and sanitary-epidemiological measures on the territory of the city of Naberezhnye Chelny, as well as ensuring compliance with sanitary rules, norms and hygienic standards within its competence;
- coordinates the activities of subordinate healthcare institutions in providing medical care to the city population;
- monitors compliance by subordinate healthcare institutions with quality standards of medical care;
- coordinates the provision of citizens with medicines and medical devices on the subordinate territory in accordance with current legislation;
- develops and monitors the implementation of municipal programs for providing the population with free therapeutic and preventive care in subordinate healthcare institutions;
- within its competence, promotes the attraction of extra-budgetary funds into the city healthcare system;
- within its competence, ensures compliance with sanitary rules and norms, as well as state standards for the minimum equipment of subordinate healthcare institutions and staffing of subordinate healthcare institutions of various types and kinds;
- organizes the training and advanced training of heads of subordinate healthcare institutions, doctors, and mid-level medical workers; organizes targeted contract training of specialists with higher and secondary vocational education;
- together with control and inspection bodies, participates in inspections of the activities of organizations of the consumer market of medical services provided on the city territory, regardless of their departmental affiliation and forms of ownership;
- provides assistance and coordinates the work on the provision of paid services by subordinate healthcare institutions;
- exercises control over the use of fixed and circulating assets of subordinate healthcare institutions;
- in accordance with the established procedure, develops and implements programs of social protection for medical and pharmaceutical workers of subordinate healthcare institutions;
- in accordance with the established procedure, collects, processes, analyzes and presents statistical reporting in the healthcare system;
- exercises control over compliance by subordinate institutions with federal and republican legislation and other regulatory legal acts regulating relations in the healthcare sphere;
- organizes and participates in conferences, meetings, exhibitions, competitions and festivals in the healthcare sphere;
- performs other functions in accordance with the goals and objectives set before the Department.
There are 32 medical and preventive institutions operating in the city of Naberezhnye Chelny, including 10 hospital institutions, 26 independent outpatient clinics and those forming part of hospitals, 7 dispensaries, 4 dental clinics and 2 medical centers.
