The Permanent Commission on Education, Culture, National Affairs, Youth Affairs and Sports carries out preliminary consideration and preparation of issues related to the competence of the City Council in the following areas:
- organization of the provision of publicly accessible and free pre-school, primary general, basic general, secondary general education in basic general education programs in municipal educational organizations;
- organization of additional education for children and free public preschool education in the city;
- creation of conditions for the supervision and care of children, the maintenance of children in municipal educational institutions;
- organization of children's holidays, including measures to ensure the safety of their lives and health;
- youth policy;
- organization and implementation of activities for working with children and youth in the city;
- creating conditions for organizing leisure activities and providing city residents with the services of cultural organizations;
- creation of conditions for mass recreation of city residents and organization of arrangement of places of mass recreation of the population;
- organization of library services for the city's population;
- identification of the main tasks and directions of physical culture and sports development, taking into account local conditions and opportunities, adoption and implementation of local programs for the development of physical culture and sports; development of school and mass sports;
- creation of conditions for the development of local traditional folk art, preservation, revival and development of folk art crafts in the city;
- preservation, use, protection and promotion of cultural heritage sites;
The Permanent Commission considers other issues related to the jurisdiction of the City Council.
